Job Summary:
We are seeking a dedicated and dynamic Planning Manager to lead the strategic planning, organization, and coordination of our transportation services. This pivotal role will oversee daily operations, ensuring the effective execution of transit scheduling tasks, development of passenger timetables, and management of bus stop logistics. The Planning Manager will plan both short- and long-term transit projects and public engagement efforts to enhance our service efficiency.

Key Responsibilities:

Transit Scheduling Oversight: Manage the scheduling process for fixed routes, deviated routes, and demand response services using OPTIBUS software.
Route and Service Development: Define trips, establish connections and transfer points, set departure and arrival times, and optimize running times and headways.
Schedule Adjustments: Recommend adjustments based on actual running patterns, passenger loads, and available resources to improve overall service levels.
Data Management: Ensure accurate and timely export of operational data to internal and external stakeholders and oversee ridership and running time data analysis using AVAIL Technologies software (CAD/AVL provider).
Public Engagement: Attend and manage public meetings, outreach events, and document feedback for the Service Equity Analysis report, collaborating closely with the marketing team.
Regulatory Compliance: Ensure compliance with state and federal transportation regulations and review all run bid sheets prior to posting.
Collaboration and Leadership: Work with IT to maintain datasets, serve as contact for customer recommendations, and oversee analysis of bus shelter and stop usage.

Essential Functions:

Develop service modifications for efficiency enhancements or service reductions.
Prepare and conduct passenger surveys to monitor service quality.
Analyze performance data and recommend improvements based on findings.
Assist operating staff with driver run assignments and ensure proper communication of service changes.

Requirements:

Education: Bachelor's degree in a related field or extensive work experience in lieu of a degree.
Experience & Skills: Proficiency in statistical analysis, excellent oral and written communication skills, and strong organizational abilities. Advanced skills in Microsoft Excel and familiarity with planning software (OPTIBUS) and reporting tools (AVAIL Technologies).
Interpersonal Skills: Ability to engage with the public and departmental staff effectively and pleasantly.
Bilingual: Fluency in English and Spanish is desirable.
Physical Requirements: Ability to lift or push up to 50 lbs, standing and walking for extended periods, and ability to operate company vehicles. Must be safety-conscious and maintain confidentiality of sensitive data.
